Most trees that no longer bear fruit are suffering from some kind of stress. You have had a number of storms in the past few years and that may provide some of the answer. First, I would have a good look at the tree to inspect for insects or stuff growing on the bark. Next, I would get the pH of the soil tested. It's probably gone alkaline on you. If it has, there are lots of additives that can bring it back to neutral or slightly acidic. Another possibility is the lack of pollenators. If your yard doesn't have flowering plants to attract them, you can also try that.
If that is the case, I would contact your local Ag Extension office to see what the problem might be. I feel so bad for you! The climate is perfect to grow citrus.
Is it possible that salt water has encroached inland to your source of water? If the water table is contaminated by sea water it will harm or kill the trees. I do not know what you do about that.

Lemon trees dislke high PH water or high PH soil.
They dislike too much water too frequently when they don't have large fruit on them. Add low PH fertilizer every 3 months after you see some tiny flower buds on the branches. Maybe give the branches a good trimming once a year when they don't have alot of flower buds.
