Hello! First of all, you need to check your plant hardiness zone. I am providing a link to the plant hardiness zone map so that you can see which zoned you live in. The zone tells you which plants to be planted at which time depending if you’re north-south Easter west. You’re unsuccessfulness with roses may have to do with the time you plant them in the soil you’re using.

Use Bayer a systemic Rose care....fertilizer,insect control, and fungus control
Next to the rose bush roots, bury egg shells and banana peels!
This is going to sound odd...but...i mix granite dust with my soil, the other plants love it, but roses thrive. The truth!!!!!
