To me that sounds like bug infested potting mix. It happens, especially if an organic brand. I would return it or dispose of carefully so as not to infect the rest of your yard or garden.
It definitely sounds like you have bugs of some type in there. If you just purchased it, take it back right away. If it is a bag you have had for a while, the bugs may have gotten in there while waiting to use it and they may not take it back.
I agree with Naomie. A lot of mites and gnat/fly type bugs can breed in organic mix and if used on the wrong plants it can kill them. I had a bag nearly kill an umbrella tree because it was infested with some sort of gnats that nearly killed the tree
Could be fungus Gnats. Discard immediately and if you have used it to re-pot any plants recently,re-pot them again in fresh soil
Bugs.
Spider mites. Spread it out in the sun. They'll move on. If you want you can also bake it in a 250 oven for 1 hr. Then you're good to go.
Perlite? its to aerate the soil and keep it from compacting, good for starting cuttings.
