If you mean "pots" that you are using for a a raised garden I just buy very large bags of potting soil. If you are talking a large raised garden area built on the ground I buy black dirt in pickup loads and shovel it in mixed with compost from a local farmer. You can buy bags of dirt--but depending on the size of your area it might be less expensive to buy a pick up load of dirt.
