You'll want to plant them in the spring, and once the ground has dried a bit (not super soggy!). You can either buy 'seed' potatoes at the garden store (which are just potatoes that have sprouted or have 'eyes', they aren't actually 'seeds'), or you can just buy the type of potato you want to grow at the produce section of your grocery store, and wait until it starts to sprout.
When it's time to plant them, if you have a potato with multiple sprouts
(eyes) you can cut the potato into chunks and as long as each chunk has an eye or two on it, it can grow into a potato plant!
To plant, you will want ot dig a trench (row) a few inches deep and mound the dirt off the one side. Space each 'chunk' with the 'eye' upwards, about 12" apart from each other. Then, you'll want to mound the dirt back over the chunks of potatoes. As the plant grows, you'll want to continue to build up the dirt mound so the growin potatoes don't pop out of the soil. When they're exposed to light while growing, they'll turn green.
You can also just lay the chunks of potatoes (with the eyes), on the soil, then cover heavily with straw. You will need to continue to pile on straw as the plant gets bigger, just as you would dirt. Main thing is, keep them covered!
**Be sure to buy organic potatoes from the start. Some others are sprayed with a chemical to that helps them have a longer shelf life before they sprout (which is what you want if you want to plant them), and they can sometimes rot before they'll sprout!
I use plastic garbage cans that have cracked. I plant the eyes towards the bottom on some potting soil and cover them with a few inches of soil. As the plant grows, cover most of the plant with dirt, do this multiple times. you will end up with layers of potatoes.
