Help! Trying to remove wall border

I have removed the first layer of border, to find a second layer of border BUT...someone has painted over the bottom edge of it and I cannot get it loose to start scrapping it off. Can I sand the edge and Kilz the border? It's next to the ceiling.

  • Do you mean wallpaper border? I've read that spraying it with water in between scraping is supposed to help loosen it.

    Have you tried sanding it? Don't know if would work but sanding removes most everything from furniture.

      @Lisa House I have not, but I was wondering if I could. That is my next step. I am simply out of ideas. Thank you for answering!

    we soaked it with warm water and scraped and scraped with different size scrapers...and then scraped some more lol

    try a steamer or your steam iron as soon as you have the paper wet and softened. it will start peeling

      @Teresa I have resorted to sanding! Nothing else has worked. It is taking FOREVER, though!
