Anytime you make an addition to your house you need plans, permits and a contractor, and whether you are in a city or a county they will need to approve the plans and inspect things like foundation, framing, plumbing, hvac, electrical, roofing. A very involved process. And expensive. Good luck.

The best way to raise that would be to have a floor built into the carport. It would no longer be a slab floor in that part of the house, but could all be the same level then.
