Prime them and repaint....try another color just for the heck of it!
If possible take them down,clean,and spray paint them with Rustoleums 2X for plastic giving them two light coats allowing to dry in between
Rustoleum spray paint for VINYL. Can be used to freshen up those vinyl chairs too!
Try Armor All and a rag. Get it in auto supplies. This trick will make them look like new!
Use a good spray paint formulated to bond to vinyl and plastic. Two good choices are Rustoleum or Krylon. These are available at Walmart, Lowe's, and Home Depot.

Take them down and paint them. I just painted my faded red shutters (also plastic) a gorgeous shade of gray. I used an exterior paint. I started painting with a small brush but after doing 3 of them, I decided to use a spray painter. Much more efficient!! They are still gorgeous even after hurricane Irma!
PS. one coat with small touch ups with my brush did the trick.
Search, vinyl furniture restore. I just saw a product but I not rem the name...I used throwaway sponge brushes and rustoloum paint for vinyl. Like new in a flash. Just be careful if you are taking them down...they can split. Depending on height of the installation, I might paint in place. I was able to fix with anotherplastic piece but it was time consuming.
