You will need to clean the underside of the glass first. Apply a coat of Mod Podge to it and then apply the fabric 'pretty side down' so you will see it when the glass is turned over and right side up. Mod Podge makes a formula for fabric. Here's a link to learn about it:

Hello Randle, you can Modpodge the fabric onto the underside of the glass. Just clean well, apply a layer of ModPodge then the fabric with the good side down. Apply another layer of ModPodge and ease and brush all wrinkles away. Let dry and turn the piece right side up and you'll see the beautiful fabric attached. This is a great idea to change the look of glass tables, etc. and still keep them easy to clean and care for.

I would flip the table over, clean, and apply in a reverse process of normal. You will put a thin coat of mod podge, apply your item so that you will be able to see the design once you flip the table over. Make sure you use the correct formula for the item you are applying (fabric or paper).
Turn the table upside down, Mod Podge top surface of fabric and apply it to clean glass table underside. Smooth it down with a ruler making sure the edges are glued down. Let it dry. It will dry clear and may take some time. Then turn up when ready. You could now add another coat of ModPodge if desired.

Just paint the glue on lay the fabric that is cut to size on it. follow with 2 more coats allowing to dry in between. For even better coverage spray or paint a layer or two of polyurethane to seal it.
remove glass table top and modge podge then let it dry and put back on table- it would hard to do otherwise

I stopped using Mod Podge and started using Dixie Belle Clear Coat Satin for my decoupage projects. It's thinner and works better in my opinion, especially with fabric, when you need a thinner medium to work with.
Measure the underside or top so you could cut the item your putting on it paint the glue on the whole glass then lay the fabric colorful side down then paint again the modge pole dries clear
I would make a board from some light (1/4)" plywood the same shape as the glass top. Lay out and glue the fabric to he board then simply put the board in the place of the glass and then put the glass on top
