Definitely tile. Although paint may be a more affordable way to spruce up your kitchen. But personally I've had painted backsppash and I truly hate that sometimes there would be grease splatter. Tile is easier to clean. 😁

Since the original purpose of a backsplash was to protect the wall with a surface easy to wipe down, if these are your only options, tile would work better. I personally prefer another option: I have a galvalume backsplash. It's magnetic, which lets me hang potholders on a magnet hook & it is so easy to clean.

According to your budget A 15' area to tile back splash runs with installation approx $3k if you can do it yourself much less. Glass tile back splashes are nice and clean nicely but if budget is low go with a latex satin gloss quality paint. That will clean up nicely as well

I always love a tile backsplash, but even paint can be spruced up with stencils etc!
