Replace the shelves with plywood. It warps less than particle board. As for the paint chipping, the surface may not have been cleaned and sanded before painting. You need to sand the surface smooth to feather the edges where the paint is missing or comes off easily and repaint. I recommend using an orbital sander wherever you have a flat surface. Not an expensive project but time consuming and messy.
