how is the correct way? I'm doing velvet slip covers, the velvet has one part smooth one part raw , which go front to the back of the seat cushion, the smooth or viceversa? Thanks

It’s your prefer, just make sure you are consistent with your choice. Normally the smooth is the way it is used.

It the fabric you are using velvet, or velveteen?
Although both fabrics have a nap, if the former, then you will require a specialized presser feet for your sewing machine, to avoid the nap on the velvet getting permanently crushed while been sewn.
I would recommend using a roller foot, shown here:
