You could remove it and get a light that has a short downrod. Post a few pictures and maybe we'll have some more ideas.
You can remove it and use the same wiring to install a square surface mount light. It will cover the opening.

If it's from the 70's, I am assuming that it is florescent? When it is removed, what size is the cavity in the ceiling?
