How do I make a mermaid-decorated plastic bag dispenser?

I would cut the bottom off a 2 or 3 liter cola bottle and have the bags come out the small spout end (turned upside down). Then you could apply any mermaid decoration to the front of it with gorilla glue or E6000 or even gorilla stick hot glue gun. It would decorate the front, you could hang it anywhere are see your decorated bottle even with "bubbles" going off to the sides etc and a fish or two. It could be darling.
