We have a similar cupboard. We gathered some sturdy, narrow boxes that at the grocer had been cut down on the sides to about 3" tall. Covered them in adhesive shelf paper, and labeled each. Example: pet food, canned vegs, baking. This way we can slide the box we need forward to choose the item. Costs very little for the adhesive paper. Our shelves are all lined with vinyl peel and stick tiles so the boxes slide smoothly.

I organize my small pantry by vegetables soups, tomato products stacked on one shelf. Cereal, Rice, and granola bars on another, coffee, tea sugar flour on another shelf etc. Canned goods stack nicely.
