Food can be stored in any number of other places. Any small cabinet can be placed in a corner behind a chair in the den for storage; a chest can be set under a window but used to store canned goods. Be on the lookout at thrift stores for various small cabinets. An end table with drawers instead of legs can provide lots of storage.
We lived in an apartment and now a townhouse, both without pantries. In the apartment, there was a niche in the entry. We bought a tall steel shelf and put our food on the shelves. I hid it by hanging a curtain from floor to ceiling.
Now in the townhouse, we’re using the coat closet. We took out the rod for hanging coats; the steel shelf that we used in the apartment fit perfectly in the closet.
Use the back of the pantry door. Go online to The Container Store and search for various things that hang on the back of the door -- there are small racks that hold canned goods and other things. Also, you can use a soft shoe holder (Walmart) on the back of the door for packaged mixes, small boxed items and slim cans. Purchase a magnetic strip and screw it in underneath your upper cabinet. Glue a small magnet onto each spice jar lid and hang your spices underneath your cabinet so they don't take up cabinet space.
