Would a bright color plastic garbage can with a lid work for you? Or perhaps a clothes hamper? The garbage can would keep clean towels dry and ready for use. Some clothes hampers have ventilation holes so things could get wet in a rain. You can buy a plastic storage bins made for decks and deck furniture cushions but I think the garbage cans would be less expensive.
some years ago we bought a plastic bench thing for under or about $100. This is truly water proof. Other than just using a big plastic bin of some kind, I doubt there is any wood structure you can build that would be water proof unless you wanted to put a plastic bin in it.

I would go with something like a bench that has storage beneath for dry ones and a back where you can add hooks to allow wet ones to dry. You could build one, convert a piece of furniture into one, or buy one.

I was lucky to find outdoor storage at a garage sale. Keep your eyes out for the large, waterproof Rubbermaid boxes at garage sales for cheap! You could also use very large plastic bins.
