you can get the large plastic storage tubs - sort of 'rectangular' -- stack on their SIDES, anchor together with zip/wire ties and use for 'shelving' -- keep the lids and when you move - undo the zip ties, pop the lids on, and you're packed! Get the stiffer/more solid ones -

Look on Craig's List or beside the road for Freebies. Book shelves will give you lots of space for folded clothes, toys, whatever. One thing you often find for free is entertainment centers. Use the shelving for whatever and the area where a TV went may not hold a big flat screen but it will hold a closet bar where you can hang clothes. Once you have what you need to hold you stuff, go to Home Depot or Lowes and check their "oops paint" get a gallon (usually $10 for a name brand) and paint everything to match. Patience and a little time and you can do this for really cheap - cash outlay could be just for closet bar and paint. You could even make your own closet bar with galvanized pipe and pipe ends mounted inside TV area.

Target has tall pantry cabinets $69.99. If you set up a red account they discount all purchases 5% and shipping is free. They have shelves top to bottom which you can stack folded clothes, bed linen, towels, bathroom items, etc. If you had two of those you can space apart and use tension rods in between for hanging items. My son in university collected old milk crates stacking them on their sides and made pillars with them. He then used reclaimed wood and dowels (I actually think he took the end off a broom) to put inside the handle part of the crates to make shelves and a hanging rod. The wood was 1/3's on their narrow side then he used wood boards on top to make the shelves wider. If you where to do this as wide as your bike, you could leave the wood off that makes the shelf and use the brace to hold your bike against the wall and hang stuff above it, shirts and pants etc., so you have easy access to it. The pillar of crates you need to fill the bottom ones with the heavier stuff obviously to keep it from tipping with the weight. If you have access to cinder blocks you can do the exact same thing but instead of cubbies you would just make shelves.

If you are concerned that the wall is concrete blocks because you can't drill into them drill into the cement joints and just build by screwing a wooden frame and door across from wall to wall or in the corner with any wood you can find beg or buy cheap and paint the concrete walls white to make it light inside.

You can use plumbing fixtures to create a framework and put up boards on them. Also, when I was a student we used concrete blocks laid on their sides (the ones with the holes in the middle) to create a bookshelf plus platform for TV. Cheap, expandable as your needs fit. Debbies idea of "oops" paint is a good one, or you can just stain the boards in whatever color you like, it takes very little besides a small can of stain plus an old t-shirt or rag.

I agree with Debbie. You probably can't do any drilling, since you rent. But you can def get cabinets from craigslist, Goodwil or thrift stores & paint them however you like. You can build cheap shelves from lots of the project ideas here.

How about some cinder blocks sandwiched in between some wood for shelving go as high or wide as needed!

Check out story for dollar store baskets. Hang on wall with command hooks, easy to get off. Pallet wood good for making shelves. Yard sales, thrift stores and estate sales last days are prime hunting grounds also check going out of business final days/ dumpsters around collage on final weeks. Check industrial cardboard some are as strong as wood.
