There is a certain way to fold the bags that will go through a plastic dispenser, the bags are folded in a certain way, over lapping just a bit.. personally it’s a pia.i tend knot mine up and put them in a bucket.
I didn't make a dispenser for mine. I purchase kleenex in the square boxes and keep the empty ones. I fill these with my plastic shopping bags and keep a box of bags near all trash cans that use these bags as liners.

Cut the bottom off a 2-liter soda bottle. Remove the lid. Paint or add contact paper.
