My wife sewed a tube shaped bag with draw strings at both ends from material she had. We have it hanging on the pantry door. We stuff bags in the top. If we happen to need one, we pull it out of the bottom.
Here's a few ideas for upcycling other plastic containers many of us end up with at one time or another: https://www.home-storage-solutions-101.com/plastic-bag-holder.html I saw a pringles container once with the bottom cut off and a slid cut in the lid so you would just shove the plastic bags in the top and pull it out from the lid at the bottom.

A basket
Take a gallon milk jug. Most have a circular indentation in them. Clean, dry and cut the circle out with a scissors. You can stuff (always bottom of bag first) in the gallon jug thru the hole. You can fit about 50 bags in one gallon milk jug. Put it under the sink and it is out of the way. If you stuff the bags in from the opening of the bag first you trap air so that is why you stuff them in bottom first. I have one in the garage, in the kitchen and one under bathroom sink.
I use a large shopping bag and when it is full I recycle and start over or you can return the bags to grocery stores they usually have recycle bins out front for these bags

Hi! I keep an old lysol wipes container filled with bags in my car for quick cleanup. I also have an inexpensive cloth holder in my pantry, and tissue boxes are great holders. Basically any container with an opening to stuff them in and pull them out works. I especially like tissue boxes because they come in such pretty prints.
I took an old coffee container and painted it, then leave it out. At my parents, I put a 12 can cardboard drink dispenser and turned it on the end. It's in the closet. I covered with contact paper to make it pretty.

Take a 2 liter bottle cut the bottom off put two holes on top one on left one on right add a rope then hang it stuff bags in top and pull out the hole in the bottom
I like the 2 litre plastic soda bottle with the bottom cut off to stuff the bags in, and the top spout downwards to pull the bags out. Screw it into one of your lower cabinet doors.
We use re usable shopping bag
Ikea and Amazon have wall mounted plastic tubes that hold plastic bags. I have a lidded bin with a large bag in it to collect them.
