Hang curtains or a trellis or a picket fence. A small clear table with a potted plant. An outdoor rug. Simple chairs. Not too many colors, but you pick. And solar stung lights above.
Plants, hang an outdoor curtain made of beads or bamboo or other materials. You could use non traditional seating or tables to create interest.

you can buy brackets that sit on the railing and plant colorful flowers in them. Small balcony - hang them onto the outside so they don't take up the small space you have, just make sure they are secure so they don't fall off and kill somebody.
Paint the walls with a lively color and then a small wicker table and 2 small chairs. Put a plant on the table.
Nice patio furniture is a start.
If your balcony happens to have a great view, reflect it with a mirror on the wall. If you have double glass doors, you can use Command strips to hang a mirror on the door you don’t use. ☺️
