If cost is a consideration, I would use the plastic trellis using steel stakes. Or try the expandable willow or bamboo trellis. You can adjust the height to what you want.
Go to your local garden store and buy several yew or other slender trees that you can plant side by side. Within a year, the trees will grow up and form a hedge. You can trim off the top of the hedge to suit your plan of how high you want to have it. If you want to block your neighbors view of your yard, let them grow. Otherwise, you can trim them and make a nice hedge between properties.
