Mulch, in general, can be harmful to dogs depending on what kind it is, and aside from toxicity, it can also be a choking hazard. Patio bricks could be a great option - did you look into cost yet?
Make a long run with artificial turf. Mulch on the mud (or gravel if landlord approves), turf on the mulch. Metal stakes and a roll of livestock wire will keep them out of the mud, on the turf and a lot cleaner. My daughter did it with her big dogs but they were house dogs and it was a temporary fix for rainy season. Poo was scooped before hosing off the turf.
We have 2 140 lb newfoundlands that haul in a lot of muddy footprints 3-4 times a day - I can feel your pain. We let them out the door right onto a patio and then onto a mulched area where they go to the bathroom. Teaching them to use that area as a bathroom was the best thing we did. We laid down some patio bricks to keep the mulch in a certain area. You could also get some cheap fencing to put around the sides of it to keep them in a certain spot. Good luck!
