there is a plastic camouflage that looks like vine growth ,which is very leafy looking ,and still allows wind to pass thru the fence and provides privacy , and being plastic it will last thru all the seasons compared to natural vines. Plus it's affordable....

You can use fabric or plastic to weave in and out of the links. You could do patterns or different colors. Will doing this change the light pattern for your garden? Make sure that adding shading to some places won't affect your garden.

Uvet - Pictures of your fence and height would be helpful. You can add slats into your chain link fence, But a four foot fence will add very little privacy if this is the height. There are brackets that you can add to your post to attach a 2x4 to add height to your existing fence and rails and fence boards to you desired height. If you are a Gardener you can add plant trellis to you fence for privacy. (plants have to grown)

there are re webbing packets for folding lawn chairs....the wide strap not the skinny tube stuff. Those work great to weave thru a chain link fence and add privacy.
Most places that sell and install chain link fences also sell privacy slats that can be inserted in the links of your fence. They are stable and with stand wind and rain plus increase your privacy. I bought some used slats and paid $10 for 10 feet. If used ones are in good condition this could save you a lot of money.
