I wouldn't disagree with cabbage though looking at the stalk, I wondered if there is a possibility it is the brussel tops from a red brussel sprout variety such as Santa Claus?

it's lovely and yes, looks like an ornamental cabbage/kale. By trimming away the old leaves, you create the stalk, it keeps growing from the top. Nice as a centerpiece in a large pot accented with flowers of a contrasting color around the base.
