Most likely no unless you lived in an area usually uninhabited like remote Alaska or Hawaii where plumbing is difficult s/t the ground ie, lava fields in Hawaii
Probably not unless you have a buyer who likes to garden and save money on watering the garden.
Not where I live, and most people in So CA do not even know what a rain chain is . . . Rain barrels are to cumbersome to store on your average size lot, plus they do not hold enough to get through long hot summers.
No...and in some areas, it may actually detract from your value. They are great things....but unfortunately, not everyone likes them. Some areas actually have restrictions against rain barrels due to mosquito issues, etc.
