Melting plastic gives off toxic fumes. So if this is your intent do not inhale the smoke.
I'm sure that burning of the plastic bags in an open non-controlled environment would not even be permitted in many countries, because of the toxic fumes emitted. (referring to the video link in Janice's comment)
The plastic bags need to be melted down but that is not good to breath in or good for the environment.

How to Make paving Blocks from salvaged plastic bags mixed with sand. the technique is not expensive. all Plastic waste is melted in a container. now dense plastic paste is passed through a mold to make paving stones.
