I'd go to the local plant nursery and talk with someone there as we don't know if your garden gets full sun or what. Some plants grow better in different planting zones than others. If you can't find flowering plants/shrubs for all summer, I like to use plants/shrubs with varigated/colored leaves.
It needs a good deal of planning. Look up long blooming perennials and figure out which will work in your zone. Then add annuals to keep things lively. Also, certain dwarf shrubs are a big help. Ive also gotten into using coleus as a filler. It grows quite tall, comes in a great array of colors and needs little care other than watering.
