You have to get rid of the weeds first. If you want fast, you may want to use roundup, vinegar, whatever. If you cover the area with newspaper, etc. it will take time for the weeds to die. If you check the directions on the bottles it will tell you how long to wait before planting, some are just a few days. I would wait until the weeds are dead before doing anything. You may get back the root born weeds, they are hard to kill because they just keep coming in from the edges under ground. When the weeds are dead put down some Preen Weed Preventer, this will help keep out the seed born weeds from germinating. I use this in the gardens I have and really only have to deal with the creeping Charlie and tree seeds(not weeds until they are in the garden). Good luck!

    Mary,

Just keep in mind if you use chemicals, it may affect the timing and what you will be able to plant where the chemicals have been applied. Applying newspaper , cardboard is always a safer option for your soil though it may take a bit more time, it is still effective. For more stubborn weeds, try black plastic sheeting ( cut open garbage bags), this too has been successful without destroying completely the soundness of your bed. Also sprinkle a bit of corneal, it interferes with the weeds ability to seed, germinate.
