Rake and pick. I once did a whole alfalfa field, just do a little everyday and it will get done. Dump the rocks in a future rock garden area.
Pick all the stones and rocks out and water it just to get it moist. Let it sit for awhile, then rake the dirt, and level it off.
Depending on the size of your yard, just do one area at a time. Keep the rocks, you can use them later when you have your future garden design figured out. I use large rocks to outline beds, and smaller runs to create a dry creek bed for the water from the house's downspouts to run over, so we don't end up with a muddy patch.
Here's an idea...move the rocks you are able to,live on your own and arrange them where the larger ones are. Rake the ground around the rock garden water and sow grass seed in that area surrounding. The rocks. Then plant some of your favorite flowers or succulents amongst the rocks. Voila! Beautiful yard!
