What do you want to do with the pavers? Walkway? Patio?
The pavers need to be even with the top of the soil. If your paver is an inch thick dig down an inch. If you are doing a larger area, you can rent a sod cutter to clear your designated area, and then a bit of sand, then the pavers.
Usually 4 inches, add sand, tamp and then install over top. Fill in the cracks with a mixture of sand and dry cement. Not sure what you are worried about next to your home.
Place the first paver no farther away from the house than you want to leap during a storm while you are carrying a child, a pet, or a soggy bag of groceries. ☺️
The pavers will move if they have to freeze and thaw and should not do any damage to your home. It would be difficult to get them right next to your foundation but if you are worried, about an inch space will suffice.
