You can secure it to a pipe or a piece of wood or even a sheppard hook with zip ties. Then just push it into the ground.

You could "plant it" in concrete in a flower pot.
It depends how big it's legs are or if it's a single rod , if it's a rod Home Depot sells blocks about 9" x 9" with a pre-drill hole all the way through and it may be the size of the base of your wind spinner also if it is just a single rod that needs to be anchored and it doesn't fit in that block with the whole simple enough a auger bit that works in cement like a drill bit but it is an auger you can make the whole bigger then just dig a hole and bury the block and you're done . To make it extra dirty you could dig the hole twice the size of that block buy a bag of quick setting morter quickmix stir up a little of that set the block down in the whole making sure the rod fits in the hole and pour the cement on top of the block and you'll have a very sturdy base for your wind spinner
