Railroad tie stairs. 4 ft wide, treads 2 ft front to back (pavers or pea gravel behind the ties), if you want the riser less than 8 inches, set them deeper into the ground. I did this in Alaska, so they will allow use in all types weather.
We laid down thick landscape fabric and placed rocks of all sizes on the slope, placing them like a jigsaw puzzle.....
I see no solution but to cut in and set stepping stone blocks. I would use rough concrete ones so as to avoid slippage. You could make it interesting by putting in some larger platform spaces.
