I am not sure a 2 foot high border can be done WELL really cheaply... unless you have a source of salvaged materials. Landscape blocks would look the best, be easy to install, and last the longest. We did our ourselves, over several month (buy a little here and there. You could also use rippled Fiberglass or metal panels attached to wood or metal (like pipe) stakes. Wood pallets could be attractive and inexpensive... but might require construction skills and will need to be done well to not look "make do" and cheap.
There are sooooo many fun inexpensive ways to do this. Here are just a few. But you also want to check out your local dollar store, as they now sell panels up to 2 feet high. I love them! They come in many styles to suit your aesthetic.
