Use quikrete and plastic ice cream buckets or pin tins.

Just Quickrete and a mold as others say, but honestly, they are pretty cheap from Home Depot :)
Considering all the work involved I agree with Brittany it is just a cheap in the long run to get them at Home Depot. I have also seen used pavers at garage sales before.
