Outdoor rated acrylic paints would recommended with a final application of an clear aerosol spray sealer. Some paints are glossier than others the choice is yours!
Here you go for concrete lawn ornaments:
1- Power spray water jet to wash thoroughly.
2. Let it dry.
3. Paint the piece with a base coat of black or white acrylic paint.
4. When dry, then dry brush the piece with the colors Two colors over the base coat. Start with the darker one.
5.Concrete sealer can be used to help protect the paint.
Outdoor acrylic paints work well.

Several choices. There are special concrete (masonry) paints. You could do that or enamel. Many of the new latex paints have improved over the years. Seal with clear, OUTDOOR polyurethane.
Funny you should ask this question because I am doing that project right now. First I had to repair some of my statues with plaster, and sand them down. Then I use primer on the fresh plaster. I let the plaster dry for a week. Then prime. Then I use acrylic paints from Michaels. I seal with spray lacquer. At least 3 coats

Use exterior acrylic paints and then seal. I like RustOleum Never Wet.
