You could put a small flower boarder along the walk way. Also looks like you have a ring around the tree, could fill that in with flowers.

Thought about a colorful birdbath front center of bushes with a small planter of bluebonets on each side

All you need to do is border wherever you want to put in flowers so that it is level, perhaps by adding another layer of whatever you use to the lower part to bring it level. Actually that slope isn't too bad, it should not take much to level areas. My sons home is on a south/north hill and a west east hill. It has three tiers, the first one has the house on it and a third of the back yard and two more in back. The hills are probably forty five degree slopes and next to impossible to plant on without a lot of engineering. Yours should be simple to do with just raising the level with stone, ties, whatever will be your choice to make the beds the most appealing to you. I would start with along the sidewalk, around the tree and perhaps along side of the garage and go from there.

you can get larger rocks and make a border just below the tree. put flowers below it, so they get sun, and show up nice against the rocks.

I would get rid of the hedge in front of your window. It blocks your beautiful house. Try some low growing shrub such as hilleri holly. Plant some hosta around your tree, staggering them. You could also put some purple fountain grass right down your property line. Space then about 2’ apart as they will grow large and spread out at the top.
