In an established garden fish emulsion is my go to. At the end of the season clean out the garden, add dried manure, compost and some lime and it will be ready for next year.
I use shredded leaves and cut grass in my gardens and the next spring I just till it under and I have great soil in my veggie garden, the other gardens don't get tilled because of perennials, but I never have to amend the soil, just put down Preen weed preventer and an extended release fertilizer. I just have to take care of the Creeping Charlie that crops up occasionally, and tree sprouts in the veggie garden because of the huge maple in the neighbors yard.
I have a no till garden and I use tree service chips spread to the thickness of 4-6" under my vegs. It holds moisture in the soil and over a short time it breaks down to amend and feed the soil. To plant seed I usually just push it back exposing the soil and sow the seed directly into the soil. Only water enough to sprout the seed and when the seedlings are a few inches tall, push the chips back up to the stems. Very little water after that unless the plant shows stress on very hot days. Then you may still have to sprinkle them a bit.
