Check with your local pet store or farm store. They make trays to catch the seeds.
Here's a few ways:
1.Mount a catching tray underneath your feeder. Garden centers and birding supply stores carry a wide range of trays that fit underneath any type of feeder..
2.Stabilize your feeder if it swings easily in the wind and dumps birdseed onto the ground. Use twine to anchor the feeder to the pole or a nearby branch.
3.Fill your feeder each morning with just enough food to last for a few hours. An overfilled feeder encourages birds to root through the seeds and toss rejects to the ground.
4.Choose a low-waste, no-mess birdseed blend. These blends feature seeds that most birds love, including shelled sunflower seeds, bits of peanut, Nyjer, cracked corn and white millet. Hello. What kind of birdfeeder do you have? More information could be useful before we suggest solutions that might not be reasonable for your birdfeeder design. Also consider the birdseed that you’re using typically bird feed in stores recommend a more costly high-quality seed that the birds tend not to discard.

If the birds are making mess with spilling the bird seed out of the feeder, do not put so much food inside at one time. If the birds are hungry, they will find and eat the stuff on the rocks.
You could try putting a tray under the feeder to catch the waste, or perhaps move the feeder
Move the bird feeder location. Position feeders on or above a concrete, stone, or wooden deck or patio, so the seed does not become embedded in the grass or flowerbeds.
you can add trays under each feeder but you will still get some seed on your rock

We've tried everything. Eventually we moved the feeder. It's not where we can see it from inside the house anymore, but the mess is gone.
Move it a place that you don't mind if there is any overflow
