honestly wall block will be in your best interest for longevity. Home Improvements stores run wall block on sale at periodic times. May be a little expensive but with proper maintaining and installation it will last.
Are you talking about Terracing Sloping land or starting with Flat ground you wish to make in to a shaped eg. Circular or Square 3 Tier Feature ?
Check if any stores are going out of business. They often sell off their metal display units, dirt cheap. Some may make a good foundation for your tiered gardens
I would try using bricks that have one end rounded and the other end curved in, so they fit end to end , either straight, or curved. I got mine at Home Depot. I use mine for edging, but you could stack them probably.
Unless you want to have to replace it every so often I recommend spending the money and use the blocks that lock together. I have tried railroad ties and ended up replacing them due to rot. this time of year you may find them on sale at your big DIY box stores
Concrete blocks work well, can be painted, and you can plant down in the holes.
