There is a plastic strapping available that you can weave through the fence.
have you seen those folding lawn chairs with the wide green straps on the seat and back? you can purchase just the strapping, weave it into the chain link.
Bamboo screening can be purchased for reasonable prices by the roll and it is 6 feet tall, can be cut to your preferred height, rolled out against your fence and attached to the poles with zip ties as you wish for sturdiness. Check for it at big box stores online, you can get at 15 foot long by 6 foot tall roll at Home Depot (found online) for $27.42.
I've seen people use those inexpensive bamboo rolls (also available in plastic) attached to their chain link fences and it can look quite nice if properly attached.

perhaps you can buy some painters drop clothes (they are nice and big and stand up to weather) and use a grommet kit to make hanging "curtains" over the inside of the fence.
