You can make your own fat balls using lard melted add any bread crumbs broken biscuits porridge oats etc mix together place in old yogurt pot or any container you have leave to set . You can either take it out of the pot or leave it in pot then hang up outside for the birds

Just take a flat board of any size and tack some sort of edging around it to keep the seed from sliding or blowing off. Hang it with chains or twine from anything available. Quick and easy and might last for years. You can try stomping the snow down into a hard surface where you can scatter seed on top to keep it from sinking in. Can you hang suet feeders with seeds in them? I don't know what is available for purchase in the UK but a lot of birds that don't normally eat suet will pick out the seeds if it's there. Actually, maybe you could just take a piece of board and lay it on the surface of the snow an put the seed on that. Or some shallow bowls that can be pressed into the snow to stabilize them.
We had this problem and found a large wooden electrical wire spool/reel. It has a hole in the middle so we put in a post and made a cover with wood, a roof to protect the seed and the birds.

Make suet cakes like in this article, and it's much easier. This is what I do in the winter:
I too want to help the birds out at my house..... and I wanted to watch them so I took a cheap plastic shelving unit and sat it up on our porch and hung a small birdfeeder under the top shelf.
The top of the top shelf would catch the snow and the 2nd shelf would be dry and have food.
We sat the shelf in front of our window and now I joke that our indoor cats are watching "Bird TV".
In the past I have been known to place trashcans, solid laundry baskets, and bucket on their side and place birdseed inside.
