If a small garden, use a shovel, then break up all the big chunks of dirt, with the shovel point ,usually when there are hard chunks on top there might be looser dirt underneath, unless you have clay, then use rototiller

Buy a Kombi shovel. It has multiple points sort of like a maple leaf. It is expensive but worth it. Digs through my clay soil better than any other shovel I have.
