What type of ground cover for a berm in Canton, MI would be best?

We have a berm surrounding our condo assoc...w\that is evergreen lined, with mulch around trees...Mulch gets washed, blown away almost as soon as it is installed, spending good money after bad...would ground cover surrounding the etnire area, be the resolution> What type? Costs involved?

you may need to put in ground contact lumber, railroad ties, landscaping barrier bricks - they're trapezoid shape to help 'hold' the soil/mulch, etc., and then plant with a spreading, evergreen ground cover; sounds like the 'dirt' may wash out sooner than any plants could take root to hold the soil. https://www.lowes.com/projects/gardening-and-outdoor/patio-block-buying-guide/project any good home improvement store will have supplies
