The timing depends on where you live. A good way to know is to go to your home improvement store that has a garden department. The plants there should be a good clue of what to plant or ask a knowledgeable employee there. Also, most counties have an Extension Agent (look in the phone book in the government section) and give them a call. They will be able to advise you in your area.
Your soul should be above 50 degrees. You need to buy a soil thermometer.
well, when does the possibility of all frost disappearing generally happen at your location? you can actually google that date.... having googled mine a few ys back i know that by may 15, there shouldn't be but very light frost after that. knowing from reading the back of the package of seeds-6 weeks of growing time is what the seeds need to be plants. count back from the average last frost date, then plant inside 6 weeks before prior the the last frost date. you might have to cover them with a light sheet if a frost does hit.

Look up your last anticipated frost date here:

If you are starting seeds, count back 6-8 weeks to start them. When almost ready to go in ground, harden off for a few days then plant.
If a frost is anticipated after planting, cover to protect.
i start mine in house in February-March
