Instead of fighting with the rocks,plant in-between them with flowering varieties,and different plant textures for your zone
You first want to determine if you'd like to keep any of the rocks. If no, then post on Craigslist that you have free rocks for anyone who'd like to come pick up. Then once they're gone, replace with garden soil (perhaps an all purpose kind?) and install plants that are native to your area.
