There are all sorts of after market locks just for this purpose. Any hardware, home improvement or window specialty shop will have options for you to choose from. Pay attention to installation instructions, some can be tricky.
you can also open 'down' from the top --- no where near as 'obvious' as windows open at the bottom ! -- also gives better air circulation as heat 'rises' and being open at the top allows more 'stale' air to escape.
I think that if you place a sturdy dowel between the top of the window and the top of the window casing in the side where it will fit into the groove the window slides in. It might work
Set a wooden or metal dowel at an angle between the window and the sash, so that anyone trying to raise it will just jam it harder...similar to rods used on sliding doors.
