He can hear insects underneath the siding and is trying to get them to eat. You may need professional help.
Most woodpeckers are protected, so you shouldn't kill them. Owls are a woodpeckers enemy. I would suggest buying a plastic owl and hanging it where the woodpecker is pecking your siding. That should deter the bird and make him move to another location.

I had a woodpecker put several holes all the way through the side of my home. I bought a hanging suet feeder and a woodpecker suet cake. I only put out a new cake about once a month. No more problems with the little bugger!
