Can you please tell me how to rid my flower bed of weeds?

Have mulched have put down hay grass etc and the darn things just keep comming back HELP

there are products that keep seeds from germinating. preen is one of them. hay and grass may have grass seed in them - try using newsprint several layers thick dampened around the plants for mulch.

I've heard of laying down cardboard then covering with mulch.
Try laying shingles down.
i used 3 old swimming pool liners in my front yard under the rocks no weeds or home depot and get the plastic ground cover
