Cut it down to ground level and drown in cheap vinegar. Will eventually rot out.

They are almost impossible to get rid of. You can dig them up and "think" you've gotten all roots but they are aggressive plants. My father in law wound up having to dig up entire flower bed to get rid of every root and that finally worked.

Cut to ground level and if away from the house, pour charcoal starter on it and burn. Be careful of surrounding plants/buildings/etc.
If you make sure you got all the roots out in the first place, the plant should not come back. The plant still has roots if it keeps returning!
